I visited with a Newark City School mother yesterday, the first thing she brought up was her happiness about the school system deciding on uniforms starting next year. Her main thought is now my main thought about the new uniform policy "there are a bunch of parents against the new policy and they should not be mad at the school board, but at the parents who care very little of how their children look when they are sent off to school".
I believe this is the real problem: the parents not of a select few, but of a large number of students. They are the ones who complain all the time about the way the schools are operated, funded and in general use the school system as a baby sitter. They are the last person to help a child with homework, plan a visit with a teacher, become involved with the schools and never think about if they should vote yes for a levy.

Maybe more parents ought to look in a mirror, then they would understand the reasoning for the new uniform policy. Millions of people pay thousands of dollars per year so their children can go to a school with a uniform on.

I have no problem with the code. However, I also believe that the teachers should adhere to an improved code.
I have no problem with a dress code, but if the previous loose school dress code couldn't be enforced, how will they enforce a strict code?
The new dress code simply states that regular disciplinary measures will be taken for failure to comply. Since there is very little discipline with the old code, I expect more of the same with the new code.
As pointed out in your post, there is a much bigger disciplinary problem and participation problem that needs to be addressed. The school board claims that this is a baby step towards that and baby steps won't get you very far.
Dress codes and school uniforms are necessary because of the parents who do not care about how their child looks.
